I am currently living with my parents and they make rice or white potatoes for every lunch. As far as I know that's high-glycaemic junk. What are healthier carbs that I could substitute for rice and potatoes?

You could substitute them with yellow-orange colored varieties of sweet potato. Smash them with butter and coconut oil.

you could also suggest them to substitute white rice for brown and if you make mashed potatoes you can add some steamed cauliflower to it also to increase the fibre content and add fat to lengthen the absorption time
and also suggest to eat salads with the meals or vegetables( substitute some potato for carrots)

The best carbs that have the least impact on blood sugar/insulin seem to be legumes (black/kidney beans specifically), lentils, quinoa, rolled oats, and occasionally brown rice
