Please help, Newbie to Nootropics! No Effect!

Maybe the reason you are not feeling any effect is that you "do not suffer from any kind of disease or mental disorder" and are "fairly normal and work out regularly".
My take is that such supplements have effects by rebalancing things that are out of kilter. If you have nothing out of kilter, what is there for them to rebalance? So I think it is a good sign when things do not "work". One cannot be healthier than healthy, fitter than fit, happier than happy.
It is normal for humans to seek an enhanced life, or enhanced passages of happiness. This is why we have a drink, go to football, or whatever. But whatever enhanced state we achieve dies back, and if we depend on it for meaning, we can fall into sensation seeking, living for the weekend, or whatever. It has taken me decades to work out, but the real secret to being healthy, happy and alert is just to feel and be oneself--as much of the time as possible--on a level. The default state of animals is well-being and enjoyment of life. A belief in enhanced states of being can prevent us from noticing that.
I am not in tune with the people on here who take stacks of pills in order to feel better than normal. It may make them discontented with feeling normal. I do have sympathy with the folks who take supplements in attempts to improve things about themselves which are not normal, owing to illness, syndromes, or whatever. In my own case, I try anything for arthritis, because arthritis reduces my well-being. A part of me is damaged, therefore I seek to reduce the effect of that damage.
Mostly, though, I feel healthy and good. Caffeine has no effect on me; dope gave me only a momentary hit--these days, I see that as fortunate. Smell the coffee--you are lucky.

Well, you aren't taking Noopept sublingually. If you really must take it orally take a larger dose like 50-100mg, if you dose sublingual id stick with 30. It doesn't have good oral bioavaibility and the wrong metabolites are formed for psychoactivity.
