Proposal to Federal/State Governance (PSY104)

Greetings, Madison City Council Board members;
Good morning, and thank you for having me… I’m the sole representative and (CEO) founder of the ‘People’s Psychology Association,’ a subsect of the international (Freudian Institution for Affinitive Coalition Society.) I’m an academically recognized professional, as I have a Doctorate’s of Philosophy Degree (PH.D) in Psychology, specializing in the affective betterment & development of children. Our organization is globally recognized as one of the world’s leading innovators in social sciences; and as for my organizational subsect, we are relatively new in our formation – having recently just been accredited by legislation and congressional authorities; as well, granted federal funding, and earning international respect and future international funding by governments all over the world through ascertained means of United Nation’s leaders, respectively; needlessly said, we’re working hard to better the world, city by city, and state by state, and country by country – through means of scientifically innovative constructs.
I’m standing here within wholesome humility before you today with a formal request and proposal; this is important to us because we’re becoming global, (as a collaborative organization), and me, myself, and nearly one hundred other individuals are from yours truly, Madison City, WI. This will be our first professionally recognized proposal, suggestion, and application of suggested initiation; and, to speak informally, I’m riddled with excitement, hoping that Madison can be the first official city affected by our works.

So, to you I propose our play-park: a concept idealized by varied peoples of similarly mutualistic expertise and proficiency; my proposal is to build several parks, spread across the city, urban and suburban. My ideological basis for this conceptual construction was of two great minds within Psychology; that of (Erik H. Erickson), and of (Sigmund Freud.) My expert opinion on psychosocial beneficence by means of developmental conditioning is to bring about the implementation of a recreational-play park to an easily accessible and safe environment; in an area(s) to which is comfortable, and also sophisticated in design (engineering); having with it, and being equipped with state-of-the-art equipment, and safety-features readily available; having ergonomic(s) construction, and design, as well innovative functionality to befit all sorts of handicaps, physiologies, diseases, age-groups and persons.
Moreover, variety will be visually apparent – having many obstacles, courses, play-equipment and activities; thus fun (in learning and stable psychosocial development) is socially shared in adolescent presence.
And lastly, scientifically evident structures for healthily exercise: in which will benefit the children in all three distinctive ways, or categories – as can be more adequately classified into two categorical classification, as such: the [physical]/physiological (also applies to cognitive processing), and the [psychosocial]/psychophysiological (applies to psychological/sociological; or psychological/social conceptions and perceptions – emotive/empathic systems.)

I wilt first list specifically the components, resources and ideas requested and otherwise proposed. After doing such, I will exhaustively enervate the requested and/or proposed resources required to construct – this formless idea into physical structure.

Listed below (as we will discuss) are the advantageous components to the play-park proposal as accordingly by age group, and with scientific validation by applied use of Erickson’s Psychosocial Theory of Development (stages.)

Infancy
The trust versus Mistrust Stage is the first stage of (Erickson’sPsychosocial) theory of psychosocial development. This stage occurs between birth and approximately 18 months of age. According to Erikson, the trust versus mistrust stage is the most important period in a person’s life.

Child’s (and staff’s) sense-of-security and safety
To keep unknown, unwanted, unwarranted and otherwise unwelcomed visitors/people (and/or wild animals) like dogs, for instance – out of the park’s proximity
For the implicative (child’s) perception of limitations; knowing that which is outside of the fence is off-limits; lest strictly accompanying an adult (whom is certified and employed to work with the children, or is a parent or guardian to the children.)

As our organization is considered federally employed, we’re thus, compensated for our works by the United States Government. It is by contractual consensus with the United States Government, and by United Nations authority, and overall redirection and replacement of tax dollars gained by newly ascertained economic means that we are funded as an organization, and also compensated as employees.
Knowing this, I’m pleased to tell you council members, that we will coordinately place five of our qualified psychologists (having also individually, medical training in pediatrics), at each and every park your honorable counsel allowedly funds us to build. Further, we will abide by all federal, state and local ordinances, and will therefore be compensated for our works by the federal government – being of no direct cost, nor consequence to your counsel.
And perhaps most profound inviting to your counsel’s discourse is (although our organization is of the private-sector, and parents and children need memberships to use our facilities) all but more than that; when peoples become members (free of cost) there is no cost to our facility usage, our childcare, our expertise, nor for the activities and educational assessment, or for the foods, items and objects used for educational and recreational learning and developmental bettering of our nation’s, nay – of our world’s youth thereof – by or to: parents, philanthropists, and/or local and/or state governments. This is absolutely free to the public and their children; we will satiate all needs the children may have, and of no monetary cost to you.

Our only (unrequired), (as explicitly required and applicable to members) request is that parents whom have interest within our services, and thus become members with our facilities bring their children in the morning no earlier than (5:00 am), and no later than (11:00 am) – at least two full days a week (twelve hour days – having the ability to be visited and/or picked up by parents/guardians at any time) – wherein children are allotted to stay within the proximity of our facilities for up to a maximum of fourteen hours (per day) after which parents, guardians, or otherwise documented caretakers or emergency contacts must pick the children up in timely, respectable and relativistic manners.

Note: within the uncertain, though – optimistic future of things, we may begin offering services for 24/7 accessibility and convenience to consumers, and public members of our organization. Because our subsect organization is relatively new – we’re resultantly limited in staff quantity, vocational rehabilitation services resources, and are working avidly to employ new classifiably and verifiably registered professionals to join this life-changing movement/career.

Volunteers are unacceptable by all circumstances and without exception. Our employees need apply accordingly, having the necessary and required degrees, expertise and recognition needed to work with us.

There will be no community service work available within our organizational community, under any circumstances, and without exception.
Under special and specific circumstances, we will allot internships, job shadows, and entrepreneurships to work with us – without expectations for compensation due to their contributions.

Brief parent/guardian ‘passes’ are permissible for visitation if/when the child comes on a day the parent/guardian does not work, and/or has free-time to oneself. This ‘pass or’ waiver’ permits visitation (with the ability to leave with your child) up to a maximum of four hours. Further, parents/guardians will not be illicitly able to lounge within the children’s sleeping quarters’ nor use the child-specific restrooms.
Moreover, parents/guardians will not be illicitly able to consume children’s foods/drinks – as vending machines are available for employees and patrons; we recommend you bring your own water/beverages to drink if you plan to visit for an extended period of time.

Alcohol and tobacco products of all sorts are absolutely prohibited from our facilities and their proximities; the only exception is for medicinal usage or means. Further, one will need to be at an adequate distance from our facility’s proximity (such as the parking lot, or further) when using cellphones, tobacco products, or having controversial and adult conversations; in addition, employees must have their breaks (break-time) from work outside of the proximity, similarly to the ordinance for tobacco use; (to note, such distance is approximately 125 yards from facility proximity.)

Solicitation outside of the proximity, littering, loitering and proliferation are explicitly prohibited. For instance: watching the children from the fence-lines, leaving garbage of any form near the fence-lines, littering cigarette butts, or bottles (rubber, recyclable or glass), as well needles, medications (pharmaceuticals) of any sort (as our surveillance cameras are proficient and innovative with advanced features including but not limited to: facial recognition software, interpersonal isolation, frame isolation, increased pixilation and thorough overall use of government owned satellites and GDPS-geocaching technologies.)

At every service location, as predicated by the United Nations Supreme Assembly (Congregation & Representatives), will be present an undisclosed amount of (NATO) military forces acting as guards for our world’s youth – and in relation, we’re not disclosing at this time, how many military personnel will be readily able, available and present at each service location or facilities, nor will be disclose on if any person as statured by the United Nations, is armed and/or unarmed.
