(You can't use BAC water if you are doing many injections or a large amount, you need the saline version.)

Can you just get normal saline (vs intravenous which costs x100)? I read on one place that they are the same and it's a scam by the company to upsell you.

But this other site says that non intravenous saline contains baking soda?

Can I make the saline from sterile water myself (cheapest option)?

You've got to make it sterile.

I bought a case of 50ml vials of Sterile Water for Injection from Mountainside Medical long ago and just add BA (can get many places like Med Lab Supply).

Nevermind, I can't read.

You take a 1000ml IV saline bag for sub $15, hang it and puncture it with a sterile needle above the water line, but close enough to it, and extract some IV saline there. Then scotch-tape the puncture hole after you are done with the extraction.

Fill your empty and supposedly still sterile saline water vials with the extracted volume after you rigorously alcohol swabbed their rubber tops. Repeat the process when you depleted them. 1L should last you quite a while if you use it only for reconstitution of peptides.

This is the solution, however, in practice you also need to add 0.9% benzyl alcohol (cheaply available on Amazon) because when you are getting it out of the bag it is not really a sterile procedure.
