Permanent? That would be close to a brain defect, wouldn't it? You know that normally a drug will be metabolized or simple peed out by time?...

 

... anyway, to answer your question: No, I don't. Nor I believe that such a drug exists.

That's a very risky idea. Euphoria almost always turns into dysphoria sooner or later. I guess some kind of sustained hypomania would be the way to go but there's a risk it turns into mania.

There is no such thing, because evolution has made SURE that the neural circuitry to remain in such a state DOES NOT EXIST.

 

The reasons for this are numerous and obvious - the main one being that euphoria would make you exceedingly easy to kill - you wouldn't care about warning-signs and dangers as much, and would then very quickly be turned into road-kill.

 

We need fear and suffering to survive - that's why they exist - to make us weary of Sabretooth Tigers and Velociraptors.
