Quite so. Disasturbationary reactionism is always a sign that someone wants more money spent on their political agenda than is indicated to be rational by the price signalling of the free market.

The problem with this allegedly environmentalist agenda is that if you spend too much money on it, given that money is a representation of energy and resources expended, you waste more energy and resources (i.e. adding more warming to the atmosphere) than you achieve in reducing warming. This was a lesson I learned with my energy conservation business: if your product is too expensive, it won't sell, even in a market undistorted by government subsidies (i.e. political agenda based manipulation), simply because a poor return on investment mathematically is the same as a product that doesn't save any energy.
