I think it's likely to be an elite project but there's always the potential for a rogue individual to succeed where coordinated teams have failed.

I think intelligence is a fairly massive project that will require a lot of money, say, $50 million, but the amount of money needed will be locked in an inverse relationship with programmer intelligence, or we could just get lucky. I don't think the first AGI will run distributed, because 1) possibility of sabotage and 2) unnecessary. AGI is primarily a software problem at this point. Also, the public having any access to AGI code would massive increase the risk of an unFriendly AI being created.
