I wonder then if fibers are connecting precisely, or is it more likely that the brain is simply adapting to whatever new cross-fiber connection arrangement is generated.

I think a precise connection would just be a stroke of luck. IMO it is a brute force method that produces crosslinks and the brain adapts. Very good news nontheless.
