could someone translate the title of this paper please:

I assume it just means "THE CENTER FOR AGRICULTURAL ECONOMIC RESEARCH"?

Yes, that is exactly what it means. Even though this paper discusses American Universities, it is obviously inspired by the recent local hot debate on the commercialization of Israeli universities (or as they prefer to call it "academy-industry cooperation"). There is even created a special Knesset committee trying to regulate these relations (just had a seminar on that). Do you have a special interest in this matter?
