I've looked through a couple of very promising patents on hair/skin darkening from reliable sources like J & J, but as a private person I just want some more information on the progress, the formulas they put online, ....
Many of them have an email address and read my mails but it seems to me that they don't reply to private person's emails? As I really think I found some good promising formulas, it's a bit frustrating. Is that normal? Is there a way to get in touch with them? or do doctorts/researchers only talk to other doctors?

Much of the time, probably most of the time, the person named in the patent doesn't actually own it; it's been assigned to their employer or institution. That might put them in a difficult position as far as discussing it. Most researchers are very pressed for time, and requests like yours might not rise to the top of their stack. If you sound like someone who is experimenting on themselves or is cooking up a dubious product for sale, they might have concerns about liability. Even scientists can suffer email blow-offs from other scientists, so don't feel bad; it happens a lot.

I think when a more important person ( could be any ordinary researcher around) would call, that they would give more info.
