Phenibut may become banned eventually, if it becomes widley used as a recreational drug.

Most likely, but check with your local laws. I know a lot of people who've had problems getting Phenibut here in Canada.

how does one check that? Is there a web site that lists what is and is not legal? Do you know if it varies by state in the US?

I know in Canada it's federal, I would assume the same for the states. You may want to try http://www.usdoj.gov/dea/, or other .gov sites. Give 'er a try.
