A pressed powder stops this for me. My favourite is Shiseido Translucent Pressed Powder. You can either pat it onto your whole face or just over your eye area.
Do you put the powder on over the sunblock or is it powder first?

InVeritate, one of the results I got when searching for non-migrating sunscreens was this brand called Watermans which is marketed to surfers and advertises "zero migration". However, the reviews of it I read stated that it has a very tacky feel when applied. Other than that, all reviews I saw were positive. Then I wondered if there's some other way to keep sunscreen from migrating, maybe like how lipliner prevents lipstick from "feathering"?
jep, I think I might try your technique. When you say eye area, are you referring to the eyelids, or over the forehead, or?
Brands like Aloe Gator and Watermans are extremely good at blocking the sun but are very greasy and have ingredients many object to (Oxybenzone, avobenzone, etc.). These are considered organic but there is some concern that they increase free radical production within the skin and so could be carcinogenic. Finding a brand that doesn't run but also has what are considered the safest ingredients is difficult which I why I suggested avoiding the eyes and forehead and using a hat and sunglasses. I myself stick to a basic zing oxide sunblock and find that for most day to day activities it is fine and does not run even if I am sweating a little bit. Heavy sweating will cause most to run. This powder trick seems promising.
