Can a topic be cited?

I mean can a topic be cited in a paper (scientific or not), and if it can, how to do it?

Usually to cite, you need an author, title, publishing, and a date.

author and title .. fine. Can instead a publisher be written something like "LongeCity forum" or somethig simmilar.

If you have to define a date published or date last edited, which jas to be cited and how?

Have you seen a topic cited somewhere? How did they cite it?
