How would you take this drug in powder form since its not water soluble? Can you still throw 200mg in water and chug it?

Modafinil is not water soluble, when you weight exact amount you can take it with spoon, no need to put it into water.
Don't play with it like that, use scale to measure. Other than temporary side effects you'll be find. There is a study of volunteers taking 9gr of Modafinil daily for some time and no bad effects were reported.
At about 1gr and higher doses you won't be able to sleep for 1-3 days.
