I'm a university student, so I don't have a great deal of money to throw around

I'm currently taking
Mega Mens Sport (multivitamin, multimineral, antioxidants, etc.) 2x daily
Kre-Alkalyn pH correct Creatine (1.5g once daily)
Omega 3 extract (500mg EPA, 25mg DHA)
Melatonin (2mg before bed, I have trouble sleeping)
Whey Protein (30 g shake in morning, 60g shake after working out)

I eat a relatively large quantity of vegetables and fruit, and have a healthy/balanced diet.

On the downside, I drink a can of Guru in the morning...haven't been able to eliminate caffeine at this point.
Guru does contain gingko biloba, echinacea, and panax ginseng extracts along with 120mg of caffeine.

I'm looking for something that will improve overall health, mental performance, mood, and overtiredness -
(I sleep 9+ hours a day along with naps and still regularly feel tired.)

Thanks

Take out the caffeine, once you get used to that, you'll feel a lot more energized. Get melatonin sublinguals, works better. You could use a lot more DHA..

Supplement with some high quality magnesium like aspartate to get at least 400mg of it, see how you feel. Make sure your diet is high in potassium (avocados/bananas) and low in sodium. Ensuring adequate iron and iodine status might help out as well.

I wouldn't take echinacea on a chronic basis, it's said to work better in intervals.

Since you're still in university, I'm assuming you're still young, that means that the following might not make much/any difference, but is definitely worth trying out at least once:

Malic acid (600mg)
Dhea 25mg
Lef's CoQ10 super ubiquinol 100mg
Lef's mitochondrial energy optimizer
Lef's Cognitex + pregnenolone
Lef's SAMe 400mg

My girlfriend has gotten a lot more energy since taking the mitochondrial energy optimizer, and she's only 21.
