I just saw that bulkpowders.co.uk added Piracetam to their list.I think of them as very reliable,with a nice variety of payment options.some say they are
slow,never had this experience.
Primaforce.co.uk also had bulk Pira for some month in winter 2008/09,but it disappeared without a comeback(maybe because the unclear legal status in the UK).
As for tablets(generic) DocSimon out of the Czech Republic is very cheap(it is OTC there),but for some countries the high shipping fee will ruin this.
Anyone on holidays in Turkey or Spain/Portugal should check the pharmacies.While technically a prescription is needed,I and friends always got them
without any second thought.bulk could still be cheaper for you.

They might be buying from me, not sure. I've had a big increase going to the EU of late.
