I'm surprised nobody replied. Of course, with compounds that are to be consumed in gram quantities, even 5% impurities, which is not uncommon for generic chemicals, can be a hazardous thing. The only really effective way to check allegedly pure bulk powders is to find someone with a GC/MS machine. Testing for a single substance can be inexpensive.
A simple test that's surprisingly effective is to test melting point against reference data, if the substance isn't one that decomposes without melting, and make sure there's a sharp melting temp. For instance Piracetam's is 152 degrees C. All it takes is some capillary tubes, a lab thermometer, and some mineral oil. For herbal preparations, it's pretty hopeless without a complete lab.
