This is good news. Hopefully, as the document pointed out, more donors will be available in the future.

The discussion on GRG has noted that this is unlikely to produce meaningful science in the money allotted, but that it's a large step forward in legitimizing directed anti-aging research. In an era in which Sirtris can't even talk about life extension on their website, we need all the legitimacy we can get - there's no shortage of funding for fields that are perceived as legitimate.
