Well, as it turns out it wasn't much of a mystery at all. Inverse agonists at 2A do indeed upregulate the receptor as you would expect... but due to it's lower than normal intrinsic activity silent antagonists somehow function like agonists in regard to homeostasis. Now to find one that doesn't have to be ordered from China...
