The Good & Bad Global Cop Scenario

Even as the world turns unstoppably, the past is not repeated in the future but ironically every factor and force that has contributed to the creation of history is.
The history of the rise and fall of the Roman Republic is one that bears close examination at this moment in human development and as we enter a "New Age" of politics and social development. The period of transition that heralded the fall of the Republic and the rise of the Empire is one that holds too many similarities to our times to be blithely ignored.
Our version today of this "Rite of Social Passage" as a species (not simply as a single nation) is vastly more complex and fraught with risk to not only humans but also all life on this planet. From Toynbee to Ambrose, Spengler to Spencer, and even the Durrants till today, the problem of making history is that we are trying to drive the cart of progress forward while looking backward in order to navigate. To make the situation more arcane and potentially risky, we are all the while traversing a minefield increasingly fraught with danger.
We can discern, and as importantly, we can hope, a study of the past will yield of a safe path into the future. The difficulty is that when driving any engine and that includes social engines, it is necessary to keep one's focus ahead and upon the onrushing horizon and obstacles in the path. For this reason the view of history is reversed in more than one way. Often it is like the view looking forward into a review mirror.
At times our present appears cyclical, it is as if the past were still recurring, an endless winding road to the rear. The qualitative forces from the past are a part of history that is "alive", dynamic in the "present tense", almost a sentient consciousness that is collectively transcendent for Humans. It is an inherent and intrinsic aspect of our "Human Superbeing Behavior". Racial memory may be discovered someday in our genes but it can already be seen as an aspect of a "recording behavior" for any species that preserves a "History for Itself" transcendent of individual memory. The greatest risk of cyclical rationalization is the cynicism this foments and is responsible for.
This suggests that it may be more fruitful to recognize the evolutionary adaptation of every aspect of human behavior and choice and not only the specific "Facts". The interpretive values of history as seen from different perspectives have a "Vital Quality" that is larger than any individual, or their ambition. This paradigm of necessary "leader" can function as a leadership directive for group/individual behavioral choice and cause some individuals to rise to the top of the heap through the chemistry of their individual charisma and ability with the times and society in which they live. This is a force that can be defined as derivative of memetics, in particular as to how it can influence a survival/selection model determined externally and collectively by regional social systems (and subsystems).
What may be unique for humanity is that we can also think outside our selves as a Superbeing. By extension, the Superbeing character of humanity can imagine and bring into existence a synthetic life form. This is arguably evolved out of the domestication of species behavior combined with our own "Social Character". This is recognizable as the individual practice of "Self Identification" through "Association" with various subgroups that define Human Class, Ethnic Groups, Tribes, Families, Political Parties, Religions, Races, Cultures, Linguistic Stocks, and numerous other smaller varieties that will emerge more clearly from further discussion.
Each of these "various social groupings" all keep a history, develop paradigmatic behaviors, and define key physiological and psychological characteristics in order to both establish long term agendas as well as define the qualities for membership.
Yet in this present moment of Human Historical Progress it is manifesting itself in a totally new form with regard to the creation of Artificial Intelligence. AI, as this new species, is forced by circumstances to interact on both individual and collective levels with humans from the moment of its own self-recognition. The Logic is simply unforgiving.
The creation of this entity combined with already developing social sciences and methods of mathematical evaluation makes possible a modeling technique to accurately predict trends of human behavior over longer and longer periods.
It also provides very evident mechanisms for manipulating short-term behaviors for large groups. This introduces the factor of competition on large social scale reflecting Instinctive Territoriality, Identification of Cultural Self Awareness, Environmental resource dependency and Standards for Methodology for Inter-Group exchange and redistribution of Global Life Support Material.
The principles behind such Utopic Social visions are the only hope for isolated family systems, for example, such as are the models for Deep Space Vessels. How to justly solve this equation for balancing life support resources between competing species and social groupings is at the heart of both diplomacy and successful evolution.
Wars are won by our warriors, whose utility is sadly more often then not wasted by our Machine Minded Military. It is diplomacy that keeps the peace and puts old warriors out of work, changing swords back into plowshares. Killing is a means, not an end in itself except as the end of lives. Beware of believing more in the means then the ends. Part of the drive for war is the machine itself. The Military Industrial Infrastructure demands sacrifice as it has always demanded fresh examples of blood from Human Sacrifice throughout the ages.
War as Industry is self-defeating but by the time the fact is obvious it is too late.
The second pragmatic aspect makes the prediction process less "accurate" in a "fairness" sense, more self-prophetic by intent, thus violating a reasonable standard of Universal Fairness as it reflects human foible and prejudice, is the probability that these color choice for any given regional prerogatives. It is like an application of Heisenberg's Principle, a manifestation of the Physics of the Power Politic.
In other words any application of this developing "Methodology of Power" over large scale group behavior is also inherently suspect for serving its own interests first and foremost. Power begets power and rarely, if ever, willingly relinquishes it. This leads to a second problem long cliched: Power tends to corrupt and absolute power tends to corrupt absolutely.
So we look first and foremost at a Social Evolutionary Memetic Model for a Global State. One that is recognizable and driven by factors on the level of environment, competitive economy and resources, as well as behavioral norms of conduct. What we then see is not just the current cause celéb for the competition for environmental resources but also a means by which Natural Selection still holds some sway over Human behavior even if it is only applied (as) Social Darwinism. This type of "Darwinism" is not a necessary state of Natural Selection but the competition of the two is at the heart of Human Selection as a paradigmatic environmental shift of total global ecology.
It isn't any longer a question of "should we have a global state?" What has happened is that the default proposition has come to rule. At best it is a question of what "kind" of Global State?
As the pace and character of Global Industrialization has lead to Natural Selection being overtaken by Human Selection the principle of Global Democratization is one that bears extremely close attention. For the paradigms of Human Superbeing Conscious are getting actualized and the type of world we will live in, and/or die in are, being defined at this moment in history. This is occurring with or without AI being developed, but as a matter of inclusion this form of Competitive Interest is also driving the development of Superbeing Conscience for humanity. As a parallel artificial adaptive behavior this is why we use the web around the world.
The reality of this proposition is lost on most people but not on all. But it is at the heart of common socioeconomic, political, and ethnic, cultural identity. This forms the memetic basis for cross-cultural qualification and quantification. But this kind of mathematical process is self-actualizing and is behind attempts at all ethical program structures. What some might consider "Friendliness". This is also the shadowy image behind the facade of events underlying the current crisis in global politics as we speak in the year 2003 of the Western Calendar.
For almost any alternative that attempts to insist on solely preserving the historical status quo unchanged, unaltered, unmodified, or transformed while trying to meet this paradigm shift in the global social environment is not only doomed to failure but likely to precipitate a major catastrophe.
In light of the logical paradox created by dependency on such policies as Mutually Assured Destruction the longer such policy is made the MAINSTAY of policy, the greater the probability of mutual annihilation. Especially if the intent of preserving vested interest reflects a form that includes the broad spectrum of possibility from the most autocratic oligarchy of wealth, to the most libertine social democracy imaginable.
No Social System of State this large can avoid the vicissitudes of corruption inherent in the handling of the concurrent wealth and power. There exists no form of State that is beyond the temptation of the abuse of power, nor exists any State that can be better than just a lesser of evil. Often enough as it is, the more powerful the state, the more tempting the bad options and alternatives become and the greater the likelihood of Byzantine corruption and bureaucratic confusion.
A global State only guarantees this condition if it is the consequence of an attempted dominance by any one particular power. Ultimately there are no "good and bad guys" as "Nation States" except in propagandistic fiction.
There are however a lot of very Good and very Bad people involved in Statecraft. So here we are on the verge of a paradigm shift in Superpower strategy, toward the preemptive use of force and simultaneously building a true Superbeing Character for our Species through Web Communications. This manifests first as regional alliance for obvious reasons but is not rationally limited to that one method of developing a family awareness. As I finish this essay it has yet to happen but the shift is one that is significant in United States Foreign Policy. Toward which, I seek to suggest is a rational alternative.
Before this can be directly addressed we must first focus upon and assess the reality that the vast majority of people are both a little bad and a little good and not particularly expert at statecraft and most frankly are merely perfunctory as they try to live their precious lives.
They are the exceptions that make the rules, break them, and sometimes hate the rules. This Class of Humans is often "Bad" for reasons of character and/or some adhere to “Bad" belief systems. The same paradoxically can be said of those that are qualitatively "Good". Our chosen and/or self appointed rulers are no exception.
Ironically, a person of "Good Beliefs" can be bad in character and visa versa. This is what sometimes contributes to bad things happening for "good intention" and truly evil things happening with nothing more than the "Best Intentions" and conversely wonderful things happening for truly BAD REASONS.
An example, which I suspect we can all appreciate is how the extinction's caused by the K-T Event created the avenue of evolutionary opportunity that allowed mammals and subsequently humans, to come into dominance of this planet.
In the case of Democracy it creates a "Self-Limiting" condition in which the foibles of both the masses and not only the rulers are both given maximum opportunity for expression.
Democracies are NOT perfect forms of government they are only the equal of the populations that comprise them. This means that they are subject to all the same vagaries and temptations as an individual personality and this is reflected into the popular expressions of "self-interest" as a collective social expression of a majority "Will" with the minority sharing in existential responsibility.
For example, War hasn't been taken off the table among western democracies simply because of the United States' overwhelming supremacy; in contrast it has been fomented and encouraged among a collection of weaker competing economies as well as, Second and Third World States. The Cold War will be known as long as Humans survive as the Period of Proxy War. It is probable that the second half of the 1900’s Cold War will come to be understood as the early part of the Middle Period that looms before us, or the end of the Early Period that began with The Age of Discovery and Colonization.
War has never been taken off the table between erstwhile social beings because the people even in democracies have realized war as a lesser evil, which is acceptable under very specific circumstances. It gets confused however by the NECESSITY to debate the motives and purpose of warring in depth and detail to determine every pretext and legitimate reason for the giving extreme unction. Killing coldly and calculatedly is done not in heat, but with precision. Better the surgeons mind for a diplomat then the butchers', the precision of the War Machine is its only hope for survival.
The fog of war has dispelled such naivete in every surviving generation of history and legend. Peace is how we can live forever but if the survival of a few DEPENDS on killing to do so, then we define ourselves as a parasitic species incapable of the behavioral leap necessary for symbiotic mutual life support.
If we fail as a species, we are cataclysmic to all life our fragile world creates. We can possibly be worse than the K-T Event that created us. Human Sacrifice demands living hearts and it often includes offerings of additional lives such as plants and animals. But those that call themselves civilized prefer the machine to be the butcher, at least in the "Industrialized World". Socially most citizens find necessity to keep hidden from view the disturbing slaughter that feeds us all. The wolf is smarter than that and we call ourselves a social species?
If we do not reflect collectively and come to consensus for our actions as a People then a Democracy is indistinguishable from a primitive theocratic tribal culture indulging in Human Sacrifice to quell their collective fears. Calling a society Democratic does not excuse, or explain its every action. A Democracy is not beyond liability for its actions though it is easier to create a haze and maze of plausible deniability in order to spin blame on to a competing interest. Ironically this is the basis for political debate in most Democracies. The values of a Democracy reflect the constituency's values and are qualitatively no better, and no worse.
The idea that Democracies tend to liberalize and enlighten people is only a tendency commensurate with their education and ability to personally adopt a disciplined life. Enlightenment is not an automatic grant of membership within such system of State or we would have all achieved nirvana before this. So what do we collectively have as individuals to work with for our mutual survival?
Or is everybody thinking how they prefer the alternative?
Here is one alternative strategy for the weeks to come.
How about we demonstrate respect for the concept of the other global cop, "the bitch of America" some have called her, but most of US around the world think of as a Common Membership, the United Nations. There are two cops on this beat, not one "Dirty Harry, or Rambo" but a couple, a partnership that represent spectrums of interests from local to international, and from Matriarchal to Patriarchal. It is time to respect our relationship of State rather than seek divorce.
Anyway wouldn't you prefer a partner who watches your back, to one that conspires to remove you as the competition?
For this to be realized, the interests of the member states must not only be heard they must be answered. The attempt to go it alone versus a principle of dual and multiple dominions over regional interests are what have driven all "globalization" conflict for our species since prehistoric time.
Will this coming One World State be a plural globalization or an oligarchic industrialization?
Military Industrial Complexes have their own set of both legitimate and illegitimate demands for the continued maintenance of the Industrial Infrastructure. It is by this method that the principle of socially making war obsolete is made undesirable to those that fear its perpetuity infinitum. Economically and "rationally" the maintenance of a valid defensive posture is required even if it is not to use except for defense and this brings the conundrum of efficiency, perception, and perfected killing.
The United Nations imposes on a State the subjective requirement of reflection and in fact is seen as confusing the issues for this very reason. But this is what is supposed to occur in order for maximum expression in a democracy. So can the global state be a democracy or are the western forces just using the pretext of evangelical advance?
The answer to this question depends greatly on the balance of power between global interests groups and their individualized expression. Respecting the UN is for America the difference in choice that Romulus had to decide when contemplating the killing of his own brother in order to take the throne. It is why Augustus could not tolerate Hellenistic Egypt ruled by Anthony and the Rightful Queen. If the UN is analogous to an unwanted spouse then America needs to think about such a definition for a relationship.
But the truth is not so dire, so simplistic. The United Nations is here in America's bosom and she is there for a reason. This Nation felt this noble purpose in creating its own competition for power, as a child might usurp a parent's privilege we risk the creation of a competitive offspring but keep her close to heart. We did so in order to help insure objective leadership for the world we faced and to lead the way to true Democratization and in this sharing of power to promote rational conduct for the world and ourselves
This is our test of conviction; this is to be our Nation's best and worst time. Now is when we must look close at ourselves before acting out violently. Why are we doing this?
Here it comes done to conviction, faith in our convictions, and the knowledge of "True Purpose" each and every individual feels as a means of resolving the perception: The instinctive drive behind both democratization and self-interest. So the "Bitch of America" looks askance at our Nation State and asks do you truly love me?
Decide America for now is when the future is determined.
But also you around the world must realize that this means universal acceptance of US too?
There is an alternative to looking at this problem alone and it involves looking at it more honestly together. Unilateralism, Bilateralism, and Multilateralism are not equivalent systems and clearly don't produce the same results. Each has its pitfalls and advantages and ultimately it comes down to a risk/reward analysis. The United States will not seek to do this alone but in changing the Nature of Alliance we must also realize that competing interests will attempt their own strategies and these too will compete.
So for the moment let us examine the alternatives. Unilateralism is probably obsolete in principle regardless of what traditional military mindsets might imagine and this is a part of why what faces humanity is a paradigm shift. It was Rome's response but it doesn't have to be Americas. In fact most serious members of governance prefer a form of Multilateralism but this shifting sand is the backdrop of the relationship between the principal Superpower Economies and the United Nations itself.
The logical limit of bilateralism is that it leads to multilateralism the business and social relationships do. The Monogamous Mindset won't work for the relationships of State between the United States and the United Nations and this makes the classic military mindset uncomfortable with such infidelity, this flirtation with alternatives. It is the United States that must accept this level of expression as representative of the rest of the world. But the acceptance of such polygamy is not considered a socially acceptable behavior and goes to the heart of the social divisions globally and reflects the ritual mating behavior for the Human Species as much as any kind of Ethical System of Law.
The World needs a new System of Law for the Conduct of Global Relations. Before America pens its divorce from bilateralism with the UN it should instead have faith in our own principles of State and call for an International Constitutional Congress and one that we are prepared to honestly debate within rather than cower in fear of. Together these two globally acknowledged Superpowers can then start a rational process that is given needed time to bear fruit, and while that is done the juice of the fruit containment is compressed so as to make clear example of why this is being done. The taking of Iraq is a media spectacle that will be watched around the world whether the actors wish this were so or not. Historically the example is the Spanish Civil War. This event is close to what is happening at this time with regard to Iraq. The global proxy interests are similar, if not in some instances the same ones.
What they are not demonstrating is a shift in their large-scale social patterns of interaction. It currently describes an accelerating parallelism that defines this moment as more dangerous then that event in history and leading forward at a faster velocity to begin with.
Too many people around the world collectively believe the inevitability of this looming event to be able to easily overcome its worst self-prophetic character but such is not impossible, it comes from the ability to dance. The great forces involved must learn the graceful art of vectoring.
Can a Civilized World be created?
Personally I am feral, so I am unsure of a simple answer but even I will listen to a respectable debate on the rules of law. I think it is time for Humans to put up or shut up and face the music of their creation. Call for formal Global State Identification and stop whining about the dowry. As a Classic Patriarchy the United States will hardly be a willing partner in this forced marriage of state but it is an alternative to domestic and international violence. But as in any marriage, forced, arraigned, desired etc, this will involve a redistribution of National Resources that reflects the variety of different concerns and interests whose needs must be addressed. The way a parent cares for a child and the way "Parens Patria" is principally designed to operate.
A Global State frightens individuals and groups alike and at such a level of polarization that the extremists’ polemics come to rule the dialogue of the masses. This is the power of fundamentalism and tradition, as well as fad and commercial interest. But we don't yet have a true global state and few of the membership of the United Nations is standing up and saying I would join such a state. Yet where better then New York then to engage this very debate, this "Birthplace of the American Constitution" I so prefer to the "Empire State." Can a "Global Rule of Law" first of all be acknowledged, and second can it be justly enforced?
Even the archetypal Dirty Harry and Rambo, always have a female partner. Consider it a balanced relationship. If there is a "Character Failing" we all share, it is the need to objectively balance our decision-making. Consider the need for this level of objectivity as the basis of a "Just System of Rules".
Perhaps it is also a way to step forward and honestly contribute to the creation of a more legitimate model of state. A "rapprochement" is possible if we balance our actions and see in our relationships the dichotomy of "Good Cop and a Bad Cop" partnered enforcers for this global Rule of Law and Public Will.
Oh that is right, I almost forgot, first we must decide to be Democratic, but then many in the United States have become afraid of the numbers. Nevertheless this should be seen as the alternative to Rome's choice of burning Alexandria, destroying the Temples and sacking the Hellenistic World.
Instead it is our option to mate Our Nation with the UN to form a Global State. The United Nations and United States are such a Partnership of State and this form of Democratic Internationalism trumps any possible advantage from any type of ethnic fundamentalism (i.e. Pan Islamicism, and Zionism) or virtually any regional Nationalism. Together we can rule, divided we will collectively destroy this precious world.
This Course we are upon as a species is one that can only be accomplished safely by navigating towards the goals we have long establish as the landmarks of Our Common Horizons of Social Progress. Towards these ends I propose modeling this New Age Global State upon the character and congress that lay at the foundation of this great country. I ask that we negotiate in good faith this Next Age Standard of World State Governance and not shrink and cower from their relationships like prepubescent children fearing being raped. At the heart of conflict is also species’ ritual behavior with regard to procreative mating and access to each other's genome.
The United Nations could apply the basic principles of a system of governance and the United States reserves the right to act as precipitously as a violent husband but together they can apply force more effectively for saving our collective children. Alone the United Nations is as threatened as a single mother in a war zone protecting her isolated brood against the maelstrom the United States alone, who appears more the brutal conqueror sacking and pillaging for privilege then it does a responsible Parent of State.
Together however, the image of legitimacy is enhanced and all can relate. Like a drunken spouse keeping her mate out of a fight that has more chance of harm than good the UN now is forced to restrain her more powerful lover. As partners we are more secure then in keeping ourselves independent of one another in our fear of a collective fate. Yet this is very difficult for the many adherents to traditional national sovereignty to comprehend. What keeps a "bad cop"(one not feeling bound by lawful rule" honest is often his/her partner's ability to bring them back to reason and stay their hand from going too far. This is where the whole world is at this moment as we enjoin this debate.
Do we have enough time to shift our footing and up the ante with bait that brings the terrorists to us instead of the US to Them?
Yes...
We have the power to create a real and long lasting system of rational "Juris Prudence", such that the whole world can desire membership in this system of the Rule of Law and in what is collectively perceived of as a "Just State".
This can be accomplished, but it isn't necessarily going to be accomplished. However we should now be attempting to create this "Enlightened State" before the alternative in fact is realized or the many historically competing interests will fall back on global conflict and a World War Three by default. There is no better time then now to change the character of the rhetoric and polemic to one of a demand for legitimate conditions for peace such that our force is unnecessary for application as the only measure for security. If it takes more time, so be it, so long as the bottom line is a principled commitment to the sanctity of Life, Equality for All Humanity, Liberty, and Justice for All as the Gabriel Call for this Global Constitutional Congress.
The "Individual Pursuit of Happiness" is not a Constitutional Guarantee. It is however a very rational goal for individual conduct, but only so long as also guided by rational principles and not blind lust and/or fears. The psychology of acquisition can bring on obsessive/compulsive disorders for behavior that lead to all the vicissitudes a society must suffer. I think a call for this Congress of Humanity Raises the Bar to a level that forces even Theocratic States to participate in. If for no other reason than a better opportunity to give lucidity to their voiced grievances and have their extremist doctrines exposed and tested rationally. Here in our Society we are already accustomed to such litigious behavior. So we should feel confident and prepared rather than need to kill all the judges. Remember however, there are those that fear not having the judges in their pockets. Most often these are those that are suspect in their behavior to begin with.
In the meantime we can still put the screws to the suspect and Prisoner State called Iraq, while we treat with other civil minded souls to make Peace the alternative State of Being. But once this Congress is engaged there are only a few likely outcomes, such as unilateral violence, bilateral division, or multilateral market competition, with an enforced system of rules of conduct that are determined sacrosanct for the relationships of the member States. Peace can not come by accident even if it is a survivor's fate. To create Peace as an alternative we must first face the threats and then adequately address them. The creation of a Global State is the way of reason.
Step two, confront terrorism head on and call the bluff of cowardice. Challenge the Armies of the Faithful and Crusaders into open conflict and make them risk themselves as much as possible instead of proxies. It must also be understood that some interests are now intent on engaging battle no matter what but let the US set a standard of Dominance equivalent to a Shogun refusing a gun. When attempting to ban the use of Weapons of Mass Destruction, the legitimacy of maintaining such arsenals becomes a questionable practice, yet paradoxically such weapons are considered rationally required to act as deterrence. So how is this conundrum solved?
The solution logically is by self enforcing the rule of never using first strike ability with such weaponry and responding to first strike with precision and great asymmetry to define the magnitude of power. But such a second strike is only against the legitimate target, not a region, only against a City or a State and never as a systematic method of Collective Punishment.
So against terrorism one must make the terrorists able to face their own cowardice and come forth to confront their hated enemy as a Champion of their Popular Appeal. If they survive such Honorable Contest of Mortal Combat then they get to live and keep their National Sovereignty but only by establishing rules for this engagement can the conditions be made recognizably legitimate for all parties to participate.
It is a very fine line formed between two points that established the steel and sharpness of the edge for the sword of Damocles capable of cutting the Gordian Knot. To hone these edges first establish the line of argument and next the back and forth of debate with which to strop both sides of this Occam’s Razor.
It is this excruciatingly slow process of negotiation that hones and sharpens our mettle of State, not the factories that mass produce the deadly weapons of our metal make. Patience is also a virtue that makes the deer a target and the hunter's aim true.
Together let the voice of all humanity be heard to call for Congress and call for Counting Coup. Challenge the terrorists to open Combat of Champions with acknowledged and recognizable rewards as the bait Technocracy’s Special Forces against the enemy's Combatants upon a Recognized Sacred Ground. An Open Contest, no Weapons of Mass Destruction and only the winners walk off the field.
Let us accept this level of ritual and spectacle with the purpose of using the time to remove the innocent and powerless families a forehand from this designated killing ground and make all who volunteer to enter this Holy Acre aware that it boils down to survival, commitment, and the ability to make this so. Gracefully give all that desire to live and die this way, a ticket to this Holy Land, where our various Champions can decide our collective fates. With the World looking on and cheering, all too willing to contribute to their own blood as Self Sacrifice for this cherished state, the Crowd that is US the People, the World's Masses.
If these are your desires then have them, but allow that most, if not all the destruction be kept in one, or as few places as possible, preferable a Single Sanctified Place to determine humanity's collective fate. Make this Ritual of Human Sacrifice a Glorious Spectacle worthy of a transcendent offering to Gods and heralding the New Age we the rational would rather make peacefully.
It is however an offer our opponents' mindsets cannot refuse.
It reduces down to simpler propositions for warrior minds, either you believe in your own superiority and ability, or you don't. If you feel God is on your side then accept the Rule of Ritual Combat that Honor binds you to. We must learn to challenge the opponent in a language they understand and can not refuse the terms that the Global State demands of its spectacle of Human Sacrifice.
So be it.
Holy Warriors step forward and be prepared to be martyred, or prepare to seize the day, but do it with out threat to all that is sacred. So lay aside the strategies of WMD's and say again after me:

The crucial task in front of Civilization at this juncture of History is the selection of the Judges necessary for the Rules of Engagement for both the Establishment of an International Congress for Common Cause and the judges required to determine the validity of going to war.
These judges would have the authority to set the limits of engagement for the coming Proxy Wars of which the two most immediately threatening theaters of operation at only this moment are Iraq and North Korea.
