A new study from MIT scientists (http://www.scienceda...20515181256.htm) suggests so for mice (it is also important to note that mice are unusually susceptible to cancer). So apparently there may be a threshold for radiation damage to DNA.
But is this study conclusive? What are some other studies that show the biological effects of long-term low-dose radiation on DNA? There are some airline studies that show that pilots get far higher rates of cancer than other people. See http://www.quora.com/Is-there-conclusive-medical-research-that-flying-in-airplanes-exposes-people-to-unsafe-amounts-of-radiation/answer/Alex-K-Chen for some of those studies
