I think that there is a real problem how 11 000 proposals will be evaluated. Nobody is able to read all of them. So I suggest that each applicant will have to read and rate 10 other proposals, randomly chosen. Based on the rating 3 best of each 10 will be selected and all will repeat in next cycle, until we have 300 finalists or something like this.
