Uh, yeah. Won't comment on the "full of shit" or "spin" part, but that argument is not logical. At best the conclusion would be "health care for illegal immigrants if and when their residency is legal" or "health care for previously illegal immigrants who have since made amends" (whatever "making amends" might entail). But then they would no longer be illegal immigrants. I don't see any logical way to draw your conclusion from those premises.
