A manufacturer I am negotiating with has said that their source of Alpha-GPC is 50% pure. Is this normal or acceptable? This means that if I sell a capsule that is 50% Aniracetam and 50% Alpha-GPC by volume, then the actual dose of AlphaGPC would only be 50% of the dose of the Aniracetam. If I'm shooting for a 1:1 ratio, this seems unacceptable at face value. If I had access to a more pure source of Choline Bitartate, would the dose/yield be more or less bio-available (or potent) than 50% AlphaGPC?

Alpha GPC 50% means that it is half filler, and is pretty common. It would just mean that you would need double the ammount of powder for your desired alpha gpc dosage.
Alpha GPC is supposed to be much more available than cheaper choline such as bitartrate, so the 50% alpha GPC formula would still be much more bio-available at the same dosage.
