Hair follicle removal

It's true what they say about getting older ... you lose hair where you want it and get it where you don't.

 

I am a 35 year old male and have noticed in the past couple years that my neck has developed a screen of white dots which upon close inspection are hair follicles.  Only a few actually grow hair and it's tiny at that but as a whole they're annoying as they give my neck some kind of chicken-skin look.

 

Outside of professional laser removal is there anything to make these guys go away or perhaps even migrate to my head?
