How do determine exact numbers of nutrients needed?

For example doctors say you need a certain amount of vitamin D, well how do they come up with that number? I am sure there is a recommended number of magnesium however how do they know? Forget precise numbers how do they even come up with the range?

I remember reading once that it is the amount needed to eliminate overt deficiency symptoms in 95 percent of people. So, for example, the recommendation for vitamin c would eliminate scurry symptoms in 95 percent of people.
