And this can only mean that we'll start to see a glut of Piracetam in stores everywhere. Why, if it didn't taste so bad I could even start including it in smoothies for money in a legitimate business! Just need the rest of 'em now! Come to papa.

I don't read that as an FDA approval.

It is saying that they have reviewed his application and that they aren't convinced by the evidence that he provided that the product is safe. I would take that as a "no."
