Which Nootropics are illegal ?

Are Piracetam, Adrafinil, Noopept, or any of the other tams illegal to purchase to this date?

Well, none of the ones you listed are scheduled substances in the United States, but that doesn't meant that all products which produce a nootropic effect are the same. There are many prescription drugs which could be defined as Nootropic, many patented ones which are extremely expensive, and a few anecdotal reports of supposedly recreational drugs giving good effects as a nootropic.

What are some prescription drugs in the US that are considered nootropic or that produce a nootropic effect?

In the US, possession of modafinil without a prescription is a felony. In the UK, modafinil is a prescription drug and cannot be sold legally within the UK without a prescription, but it *is* legal to import it for personal use. The same goes for piracetam in the UK -- it can't be purchased within the UK but can be imported. So you get the bizarre situation that UK suppliers of nootropics can sell all sorts of advanced and experimental nootropics legally (sunifiram, coluracetam, nefiracetam, phenylpiracetam, etc.), but the one thing they can't sell legally to customers in the UK is the safest (i.e. most tested) nootropic, piracetam (it's possible that they can supply it to overseas customers, but there can't be much demand).

The modafinl situation in the US is worrying. Before I knew about it, I would regularly travel to/via the USA with my personal supply of modafinil, oblivious to the fact that I could have been detained for importing a scheduled substance. Now that I know, I ditch the modafinil, even if I'm just in transit. This is a pain.
