I asked this question some time ago but no one anwserd it:
As far as i know a Gouvernor in the USA has the right to give pardon to somone who is sentenced to death, but the President also has the right to give pardon (Nixon was pardoned!?).
What if the Gouvernor refuses to give pardon to some one, is it possible for the president to give pardon to the same person?
Would the pardon given by the president outrule the refusal of the gouvernor?

I believe a presidential pardon would overrule a governor's decision. I don't know for sure, but that's my best guess.

Cause i want to know if the states let the federal law overule their decissions.
