I've been reading all about the benefits of buying Piracetam in bulk powder form, but it appears that, since this whole FDA kerfuffle, it's impossible to buy in the US (I live in Canada).

Is there somewhere safe to get it from that's not going to cost an arm and a leg? (for example, Antiaging-Systems is obscenely expensive)

One thing I will warn you about is that the Canadian government technically only tolerates the importation of a 3 month supply of non scheduled drugs into the country. I'm not sure how stringently that rule is enforced though.

CerebralHealth, from what I can gather, orders their powders from China and doesn't post COAs (I think the owner posted a COA for Aniracetam somewhere, but it doesn't even say what company performed the tests so that's no good).

I'm not willing to put something into my body that hasn't been subject to some sort of quality control. Are there any non-sketchy places to get it from?
