That program is called "Physics Illustrator" and it is available (for free) from Microsoft for Tablet PCs. I have played around with it before, and it is a pretty neat little program. You aren't supposed to be able to use it on PCs other than Tablets, but I did a little hack on it to get it to work on my laptop, although it is kind of awkward using a mouse to draw the shapes. (much better on a Tablet) The new version of it has some extra options that aren't on the one that guy is using, like the ability to change the way each shape you draw behaves (for instance: like brick or rubber or metal). There are example ones that other people have done and saved that you can find on the internet, too. (some of them fairly complex)

As for the Smartboard he is using to draw on; We had those in all our classrooms back when I was in college. They are pretty neat to play around with.

On second thought, I hope that video doesn't start any fights here. Anyway, I bet you could find simmilar Aussies who know little about the rest of the world. Here in Japan there is a TV show where they do something similar; ask young Japanese various international questions and ask them to point out locations on a map... and they are often quite bad at it too :)
